One of these states is Massachusetts, which has partnered with OpenAI to integrate a ChatGPT-powered assistant for its workforce. It is reported that this is the first state to deploy the tool enterprise-wide, which will become accessible to almost forty thousand employees in state agencies. Its uses will include drafting first versions of documents, summarizing documents and spreadsheets, content translation, and conducting research all with human oversight. Ensuring transparent and responsible use of AI is of utmost importance in this rollout, which will take place in a secure environment where data will be protected. In addition, training will be provided to educate employees on best practices and usage guidelines. This new assistant has the potential to enable improved resident experiences through reduced wait times and more accurate responses.


California 

In California, state employees are using a new AI-powered assistant called Poppy, which operates on a secure network and pulls information from the state’s government website, ensuring sensitive information is kept private. The pilot project launched in September, and has over 2,600 users, many of which reported increased efficiency in their work. It has been utilized for a variety of purposes, ranging from policy analysis for legal teams to succession planning for human resources. Poppy enhances collaboration across agencies while enabling more control over how information is used and accessed. The pilot ends in June, when additional users will be able to access the assistant and further training will be provided to ensure responsible use.


New Jersey

The NJ AI Assistant has been developed over recent years and relaunched March 2026 with a more robust infrastructure than before. This assistant was created as a secure way for state employees to utilize AI to enhance government operations and services in order to better the experiences of residents and businesses. It has many safeguards in place to protect sensitive data, hosted on state systems to ensure privacy and security. New Jersey was one of the first states to provide state government employees with a safe and responsible tool to leverage AI to help transform services; it has been used to rewrite emails to be more accessible, analyze calls to generate better self-service menu options for the New Jersey Division of Taxation, and help draft content and analyze user feedback. So far, it has improved user experiences and saved the state millions of dollars in its first year.
